About the Position

The expected salary range on hire for this role is $44.27 to $62.92 hourly.

This position is a one-year term position; scheduled to end on December 31, 2026. Continued employment in this position beyond December 31, 2026, will be contingent upon action by the County Executive elected on November 4, 2026.

What You'll Be Doing

The Community Outreach Manager (African Community Liaison) will be working with a team under the supervision of the Director of the Office of Community Partnerships within the Community Engagement Cluster.

Community Needs Assessment and Reporting - Evaluating the needs, issues, and concerns of Montgomery County residents, with a special emphasis on African communities.

Support and Host Community Events - Planning and facilitating cultural programs and events highlighting the diversity of?Montgomery?County.

Provide Guidance to Enhance Service Delivery - Facilitating the coordination of government service delivery systems to individuals and organizations in?Montgomery County?with emphasis on African communities.

Staff Community Advisory Group - Staffing the African Advisory Group meetings.

Draft Briefing Memos - Preparing written documentation for public speaking engagements for the?County?Executive, Chief Administrative Officer, and members of the senior management team.

Serve as a Liaison to County Government Personnel - Developing and maintaining a close working relationship with County government personnel to ensure enhanced cooperation and effective working relationships, support systems, and information exchange while helping to build the cultural competence of County government personnel.

Provide Guidance on Community Events and Engagement Opportunities - Reviewing community event invitations and providing written recommendations to the senior management team.

Represent the County at Community Events - Participating in community events as a speaker, presenter or guest on behalf of the Office of the Community Partnerships and the?County?Executive.

Design and Implement Outreach Strategies - Collaborating with stakeholders to design and implement educational and outreach campaigns that support county government priorities, community needs, and other relevant areas such as legal assistance, immigration, and citizenship.

Collaborate on Cross-Cutting Community Issues- Working closely with the Office of Community Partnerships' African American and Caribbean American Advisory Groups and Community Liaisons to collaborate on cross-cutting Black community issues such as health, youth, workforce development, budget and policy matters.?

Serve as liaison between Office of Community Partnerships and key departments such as the Office of Racial Equity & Social Justice and HHS' African American Health Initiative.

Support Language Access - Working with the Language Access Manager, County department representatives and other members of the Office of Community Partnerships team to facilitate the implementation and compliance requirements related to Limited English Proficiency (LEP) policies and/or procedures for French and Amharic speakers.

Support Immigrant Services Access - Partnering with the staff at the Gilchrist Immigrant Resource Center to help ensure that each major region of the county has the full range of citizenship, language, computer, job skills and financial literacy classes and programs needed to give immigrants an opportunity to thrive in our community.

Staff Sister Cities Gondar Partnership - Supporting Montgomery County's Sister City partnership with Gondar, Ethiopia

Multilingual applicants in French or Amharic are encouraged to apply. If a candidate is selected for this position and possesses multilingual skills, they will have the opportunity to participate in the certified multilingual employee program. To do so, they must pass an examination evaluating their oral communication, reading comprehension, and interpreting skills. For those seeking advanced proficiency, an additional examination will be required, which involves translating text between French or Amharic and English.

This position requires the ability to work some evenings and weekends; approximately 20 hours a week.

This position requires the ability to attend meetings or perform work at locations outside the office.

Minimum Qualifications

Experience: Extensive (seven (7) years) professional administrative experience in the area of public relations or program management in delivering services to diverse communities.

Education: Graduation from an accredited college or university with a bachelor's degree in public or business administration, or related fields.

Equivalency: An equivalent combination of experience and education may be substituted.

Preferred Criteria, Interview Preferences

Preference for interviews will be given to applicants with experience in the following:

Extensive knowledge of and experience working with African communities.

Experience working with people of diverse racial, ethnic, cultural, and religious backgrounds.

Experience analysing community problems and developing sound and appropriate recommendations.

Experience working with community groups and other public, private, and faith-based organizations.

Experience implementing management and programmatic policies and strategies.

Experience in collaborative problem-solving and building community partnerships.

Experience providing oral communication (such as giving presentations, speaking to the public in large groups, training, etc.), and written communication (such as reports, proposals, site plans, etc.).
