What you will do:
We are looking for a SENIOR HEALTH POLICY ANALYST who can help shape our vision and support our mission. Here is what the position will look like.
- Leads research, monitors, and analyzes various policy issues and concepts which are pertinent to Colorado Access (COA) including review of state and federal legislation, regulations, and budget items’; identifies organizational implications and recommends organizational strategies as part their analysis.
- Develops and independently owns high-impact deliverables such as position papers, memos, talking points, and other materials that outline COA programs and policy positions,
- Serves a subject matter expert on priority areas including the individual insurance market, Medicaid, and CHP+.
- Leads development of the team’s expertise in individual insurance market policy and serves as a strategic advisor on COA’s work in this evolving area.
- Establishes, in consultation with the Director, policy priorities and other contributions to overall external positioning.
- Leads state and federal legislative and regulatory including recommended positions and coordination of COA comments and advocacy.
- Partners with COA lobbying and policy consultants to advance advocacy priorities and policy analysis.
- Translates policy development into strategic recommendations and works in collaboration with all levels of the organization to evaluate and reach consensus of policy goals and objectives.
- Provides strategic counsel to internal teams and leadership; anticipates emerging issues and proactively proposes policy recommendations.
- Represents COA in relevant policy coalitions and committees.
- Prepares and staffs senior leadership for their participation in policy coalitions, committees and affiliated organizations.
- Prioritizes an equity lens throughout legislative, regulatory, and budget analysis and tracking; and supports the expansion of the policy and government relations work beyond a traditional health care focus to include priorities related to housing, nutrition, and other social needs.
What you will bring:
Education : Master’s degree in social science, public policy, economics or public health required; or an equivalent combination of education and experience.
Experience : Minimum of five years’ experience in health policy required. Experience working with Medicaid, CHP+, and individual health plan Marketplace policies and programs preferred. Work experience with a state or federal government, a foundation, a health carrier or policy research organization is highly desired.
Knowledge, Skills, and Abilities : Strong analytical, research and critical thinking skills. Position requires excellent written, verbal and presentation skills with ability to write clear and concise documents. Demonstrates support for the company’s mission, vision and values. Excellent interpersonal, organizational and time management skills. May be required to manage multiple priorities and projects with tight deadlines. Proficient with Microsoft Office (Excel, Access, Word and PowerPoint).
Licenses/Certifications : A valid driver's license and proof of current auto insurance will be required for any position requiring driving.

Pay, Perks and Benefits at Colorado Access:
The compensation for this position is $80,000.00 - $97,600.00 annually. Colorado Access has provided a compensation range that represents its good faith estimate of what Colorado Access may pay for the position at the time of posting. Colorado Access may ultimately pay more or less than the posted compensation range. The salary offered to the selected candidate will be determined based on factors such as the qualifications of the selected candidate, departmental budget availability, internal salary equity considerations, and available market information, but not based on a candidate’s sex or any other protected status.

Where you will work:
This position will be a hybrid model work environment, a blend of ‘In-Office’ and ‘Remote.’
