About Us

The NC Department of Administration is the business manager for North Carolina state government. The department oversees Government Operations such as building construction, purchasing and contracting for goods and services, maintaining facilities, managing state vehicles, acquiring and disposing of real property, and operating auxiliary services such as courier mail delivery and the sale of state and federal surplus property. Additionally, the department manages many of the state's advocacy programs that provide assistance and services to diverse segments of the state's population that have been traditionally underserved.

Description of Work

The primary purpose of this position is to provide management, supervision and leadership to the Parking Division's Field Operations team, Parking Attendants, Electronic Technician and General Maintenance team of the State Parking Division. Additional responsibilities include but are not limited to: Installation, programing, monitoring, and maintenance of all Parking Access and Revenue Control equipment used in the State Government Complex and DHHS Headquarters Campus and State Bus Parking Lot, including monitoring approved towing company contracts and maintenance of electronic held ticketing devices for synchronization with the AIMS data base.

Position will have full responsibility for the planning, scheduling, assigning organizing, directing and performance review of Parking Attendants, Field Operations, Supervisors, General Utility Staff and Electronics Technician. This will include but is not limited to, resolving customer service issues, operational issues, procedural issues and ensuring all visitor lots are staffed when scheduled to operate. Position will be the person primarily responsible for performance of personnel functions for their direct reports including recruiting, selection, orientation, training, work planning, counseling, discipline, grievances, performance evaluation, and explanation of personnel policies. Position is responsible for ensuring staff have adequate supplies readily available to perform their required duties. The Division Director will provide general guidance as to performance expectations, work scheduling efficiency, and general operational policies to ensure adherence with Internal Audit, Fiscal Management and Department of Administration guidelines.

MAX SALARY FOR THIS POSITION: $66,414

Recruitment Range: $43,267-$66,414

Key Responsibilities:

  • Provides management, supervision and leadership to the Parking Division's Attendants, Field Operations, Supervisors, General Utility Staff and Electronics Technician.

  • Ability to professionally support and interact with leadership, employees, members of the public, project coordinators, and contractors.

  • Strong written and verbal, organizational and customer service skills, including the ability to manage multiple priorities and work independently.

  • Knowledge of RFP, RFQ processes, procurement, records management, and office technology systems

  • Working knowledge of PARCS systems, high speed roll up doors, and preventative maintenance programs.

MANAGEMENT PREFERENCES:

Graduation from a two-year institution and two years of progressively responsible administrative/office management experience or equivalent combination of education and experience. The ideal candidate will possess strong organizational and operational management skills and demonstrate proficiency in Microsoft 365 applications, including Outlook, Word, Excel, PowerPoint, SharePoint and Teams
