Purpose of Job:

The Senior Human Resources Specialist performs advanced-level professional work that directly supports the management and general business operations of GOAL Academy.

This position exercises independent judgment and discretion in matters related to employee relations, workplace investigations, policy interpretation, and organizational effectiveness. The role is responsible for evaluating complex personnel issues, recommending solutions, and influencing employment-related decisions in alignment with legal requirements and organizational objectives.

Supervisory Responsibilities

This position has no direct supervisory responsibilities but serves as a coach and mentor to HR team members.

Essential Duties/ Major Accountabilities:

Employee Relations & Investigations — 45%

Conducts impartial workplace investigations, applying professional judgment to assess credibility, analyzing facts, and determining findings and recommended actions.

Leads resolution of complex employee relations matters in partnership with HR leadership.

Interpret policies and employment laws to advise supervisors and leadership.

Evaluates disciplinary issues and recommends corrective action.

Exercises discretion in escalating high-risk matters

Identifies potential FMLA/ADA issues and determines appropriate referral.

Represents GOAL Academy in unemployment hearings, including case evaluation, documentation preparation, and testimony.

Promotes compliance with equal employment opportunity standards.

Conduct investigations related to Title IX complaints and concerns.

Employee Engagement & Retention — 20%

Designs and leads stay interviews and exit interviews.

Administers employee engagement surveys, analyzes results, and develops insights.

Identifies trends and recommend retention strategies.

Partners with leadership to implement engagement initiatives.

Supports employee wellness and culture-building efforts.

HR Operations, Data & Compliance — 20%

Provides consultative HR guidance for regional and site leadership.

Manages unemployment insurance responses and agency requests.

Maintains HR records and reporting.

Analyzes HR metrics to identify patterns, risks, and opportunities.

Escalates organizational risks to HR leadership.

Ensures compliance with employment laws and internal policies.

Training & Development — 10%

Develops and delivers HR-related training programs.

Advises leadership on training needs related to employee relations and compliance.

Supports organizational development initiatives.

Other Duties as Assigned — 5%

Performs additional duties consistent with the level and scope of the position.

Decision-Making Authority

Exercises independent judgment in evaluating employee relations matters.

Interprets HR policies and legal requirements in complex situations.

Recommend disciplinary actions and corrective measures.

Determines when to escalate issues.

Analyzes workforce trends and recommends solutions.

Minimum Required Knowledge, Skills, and Abilities:

Must reside in Colorado.

Must have a valid driver's license.

Excellent computer skills in a Microsoft environment. Must include Excel and skills in database management and record keeping.

Excellent organizational skills.

Ability and willingness to travel to all GOAL Sites.

Education and Experience:

Bachelor’s degree in human resources or related field preferred

Minimum 3 years of HR experience

Minimum 1 year of investigation or employee relations experience

PHR or SPHR certification preferred.
