Position Summary: Reporting to the Director of Adult Programs, the Program Manager provides leadership for the development, coordination, and sustainability of Project Kinship’s adult programs and partnerships. In partnership with the Peer Navigator Manager, this role shares responsibility for leading program teams, guiding strategy, and ensuring alignment with Project Kinship’s mission. The Program Manager focuses on the day-to-day management of the Re-Entry Success Center, addressing program challenges, supporting staff, and providing sound recommendations to the Director of Adult Programs.

 

Essential Functions/Responsibilities

Program & Team Leadership

  • In collaboration with the Peer Navigation Manager, co-leads program planning and strategy to ensure services remain participant-centered and mission-driven.
  • Provides leadership within the MDT, overseeing clinical program operations, staff coordination, and cross-functional collaboration.
  • Serves as a primary point of contact for MDT related program information, maintaining knowledge of scope, deliverables, timelines, and outcomes.

Clinical & Operational Oversight

  • Oversees clinician supervision, file audits, scheduling, and assessment of clinical training needs.
  • Facilitates MDT decision making processes by working with Clinical Coordinators for resolution and clinical review.
  • Ensures MDT activities and decisions are clearly documented, communicated, and archived.

Program Management & Development

  • Guides integrated development plans for MDT programs, identifying critical paths, risks, and resources to meet milestones on time and within budget.
  • Manages MDT meeting operations, including agendas, scheduling, documentation, and follow up on action items.
  • Builds strong relationships with leadership, program staff, and partners to actively address issues, risks, and opportunities.
  • Represents Project Kinship at external meetings, collaborations, and partner convenings, ensuring the Project Kinship perspective is included and aligned with community priorities.

Service Alignment

  • Maintains a broad understanding of Re-Entry Success Center priorities, including mental health services, substance use disorder treatment, diversion programming, housing assistance, case management, recovery services, life skills, job readiness, and civil legal services.
  • Supports the Peer Navigation Manager in aligning MDT activities with Tier One services to ensure seamless participant support.

Staff Development, Budget & Accountability

  • Supports onboarding, training, and ongoing development of MDT staff.
  • Working with the Peer Navigator Manager, develops and monitors budget projections for MDT activities, ensuring alignment with program goals and funder expectations.
  • Ensures budget adherence and provides recommendations for adjustments as needed.
  • Completes reporting requirements tied to Re-Entry Success Center services as required by contracts and internal obligations.

General Responsibilities

  • Assists with administrative duties, meetings, and trainings as needed.
  • Works with the Director of Adult Programs, Executive Team, department managers, and department coordinators to establish, implement, and enforce organizational policies and goals.

Performs other duties as assigned.

 

Education and Experience

  • Master’s degree from an accredited college or university in the field of Social Work, Psychology, Counseling, or related field preferred.
  • Must possess a current, valid California license as a LCSW, LMFT, or LPCC, and able to practice independently at the highest level possible preferred.
  • Proof of education, licensure, and good standing with the CA BBS are required.
  • Prior behavioral health experience and minimum of two years of licensure in order to provide CA BBS supervision to pre-licensed staff is required.
  • Minimum of 3 years of leadership in management level positions in mental health services and/or several years in a lead position providing direct clinical, case management experience, and knowledge of rehabilitation philosophy and trauma-informed best practices is preferred.

  • Experience supervising and evaluating the work of professional and administrative personnel, balancing workload with staff resources, and delegating authority and responsibility.
  • Experience in non-profit 501(c)3 certification, tax filing requirements, and financial reporting preferred.
  • Ability to maintain confidentiality regarding financial data and intellectual property.
  • Background Check Requirement: The successful candidate for this position will be required to pass or clear two background checks. The first background check will be conducted by Project Kinship as per our policies and procedures. The second background check will be conducted by Funders through our contracted vendors, after the candidate is hired with Project Kinship, in accordance with our contractual agreements. Failure to pass either of these background checks may result in the withdrawal of the job offer or termination of employment.
  • Tuberculosis (TB) Clearance: The successful candidate for this position will be required to provide documentation of a clear TB (tuberculosis) test or shot, in compliance with Project Kinship’s policy. Failure to provide proof of TB clearance may result in the withdrawal of the job offer or termination of employment.
