Ohio HIV Drug Assistance Program Coordinator (Human Services Program Consultant - PN 20014266)

The Ohio HIV Drug Assistance Program Coordinator will act as a program consultant, evaluate and determine eligibility for enrollment for the statewide Ohio Human Immunodeficiency Virus (HIV) Drug Assistance Program (OHDAP), Health Insurance Premium Program (HIPP) and the Ohio Medicaid Spenddown Payment Program.

Additional Duties include:

  • Monitoring and evaluating programs through onsite visits and telephone contact.
  • Providing technical assistance and consultation to program providers and to community referral agencies on eligibility and other program requirements.
  • Developing educational materials for use and distribution by state/county/local government agencies, providers, potential clients, Acquired Immunodeficiency Syndrome service and other community agencies, medical facilities and the general public.
  • Making presentations to specialized groups on access, eligibility and coverage.
  • Participating in program planning sessions and public hearings related to the OHDAP programs as required by federal statute.
  • Consulting with other HIV CARE Services (HCS) staff on program issues to coordinate services.
  • Assessing client eligibility, securing required documentation, making a determination and responding to clients by phone and/or mail.
  • Maintaining appropriate client records per the Ohio Department of Health (ODH) policy and guidelines.
  • Assisting clients in obtaining needed resources through referral, coordination and mentoring.
  • Making recommendations for revision to standard forms and procedure (e.g. Informational material, fact sheets, listing of local, state and federal resources, program records and reports).
  • Attending trainings, conferences to keep abreast of trends, legislative and other changes affecting OHDAP and HIPP programs including Ohio Medicaid Spenddown Payment Program.

Additional Qualifications:

Applications of those who meet the minimum qualifications will be further evaluated against the following criteria:

  • Bachelor's or advanced degree in social, behavioral sciences, health or pre-medicine.
  • Experience in planning, implementing and evaluating a health program.
  • Experience providing consultation and technical assistance to community agencies.
  • Experience with Medicaid, Medicare, and Market place/ACA insurance.
  • Experience in developing and presenting training material.
  • Experience making presentations to specialized groups on access, eligibility, and coverage.
  • Experience with computer software e.g., Word, Access, Excel, PowerPoint.
  • Experience with evaluating and determining program eligibility.
  • Experience in maintaining and documenting client records and confidentiality.
  • Experience working with agency policies and procedures.

Completion of undergraduate core program in social or behavioral science, health or pre-medicine or comparable field AND 18 mos. exp. in delivery of human services, health care services or medical assistance in governmental, community or private human support services agency or medical provider.

  • Or completion of graduate core program in social or behavioral science or medicine-related or comparable field AND 6 mos. exp. in delivery of human services, health care services or medical assistance in governmental, community or private human support services agency or medical provider.
  • Or equivalent of Minimum Class Qualifications for Employment noted above.
