Major Duties: The incumbent is assigned to the VA Medical Center and provides a dual clinical and Veterans Justice outreach service role within the community to Veteran's treated through HCHV services. The incumbent works in the conduct of community clinical outreach, assessments, referrals and case management services. Services are also provided to homeless veterans receiving treatment in Grant and Per Diem transitional housing, contract residential treatment and supportive housing programs. The clinical outreach social worker completes program specific forms, including Northeastern Program Evaluation Center (NEPEC) form that requires diagnosis and recommended access to health care on homeless Veterans receiving outreach services. The clinical outreach social worker may be assigned to work in a satellite location within the community under a GPD Liaison and in accordance with the Uniform Mental Health Services In VA Medical Centers and Clinics (VHA Handbook 1160.01). In working as a VJO social worker the incumbent focuses on avoiding unnecessary criminalization of mental illness and extended incarceration among Veterans by ensuring that eligible Veterans in contact with the criminal justice system have access to: a) VHA mental health and substance abuse services when clinically indicated and b) Other VA services and benefits as appropriate. The goal of the VJO social worker is prompt engagement in appropriate care upon release to promote positive community adjustment to avoid further criminal behavior.  VJO social worker works with following identified veterans; a) A veteran in contact with local law enforcement who can be appropriately diverted from arrest to mental health treatment; b) a Veteran in a local jail, either pretrial or serving a sentence; and c) a Veteran involved in adjudication or monitoring by a court. Qualifications: QUALIFICATION REQUIREMENTS:  The basic requirements for employment as a VA social worker are prescribed by statute, Title 38 United States Code (U.S.C.) 7409(b)(9), as amended by section 205 of Public Law 106-419, November 1, 2000. All applicants for the position of social worker in VHA, to qualify for appointment must: a.     Have a Master's degree in social work (MSW) from a school of social work accredited by the Council on Social Work Education. b.    Be licensed or certified at the Master's level to independently practice social work in a state. Exception: VA may waive the licensure and/or certification requirement for persons who are otherwise qualified, pending completion of state prerequisites for examination. VA Social Workers who are not licensed at the time of appointment must be licensed or certified at the Master's level, within 3 years of their appointment as a social worker or 1 year from the day they meet the full requirements of the state for licensure or certification, whichever is longer. Those who fail to obtain state licensure or certification within the required time frames must be removed from the General Schedules (GS)-185 social work series. This may result in termination of employment. GS-11:  In addition to meeting all basic requirements, 1 year of professional social work experience, equivalent to the next lower grade level, under qualified social work supervision.  This experience must have been in a clinical setting and must have demonstrated the potential to perform advanced assignments independently.  NON-QUALIFYING EXPERIENCE:  Clinical social work experience obtained prior to completion of the requirements for a Master's Degree in Social Work does not satisfy this requirement.  NOTE:  A clinical setting is a medical center, clinic (medical or psychiatric), a residential treatment center, or any other type of facility where social work participates in collaborative treatment and is identified with the medical profession.
