Plans, develops and implements new/existing programs and services in partnership with a Collaboration Team in order to assure best practice and premier human service delivery. RESPONSIBILITIES: *Planning, developing, and coordinating programs and services that reflect the needs of communities and adhere to best practice and evidence-based models when available. *Assuring the fiscal viability of programming including seeking new funding sources, maintaining positive relationships with funders and utilizing effective marketing strategies. *Collaborating with performance and quality assurance staff to monitor and evaluate existing programs, policies, and procedures, initiating changes in procedures, and making recommendations for policy change. *Reviewing and analyzing changes in federal and state laws, regulations and administrative rules and implementing actions to ensure compliance. *Preparing an annual budget, providing continual fiscal oversight, forecasting and authorizing the expenditure of funds. *Communications, implementing, and interpreting agency-wide policies and procedures. *Directing the selection, training, supervision, performance management and evaluation of staff in multiple programs. *Modeling effective leadership skills and mentoring the growth and development of new leaders in the agency. *Serving as a representative of the agency to clients, our church partners and external constituents. *Making program presentations to committees, boards, commissions, funding sources and other community groups and representing the agency on outside advisory boards, committees and commissions. *Participating on a Collaboration Teams(s) to insure continuity and consistency across a two-state are. *Performs other duties as required. QUALIFICATIONS: *Bachelors degree in Social Work, Sociology, Psychology, or a closely related field or equivalent. Masters degree preferred. *Substantial experience in program development and program management with at least five-years of related experience, and a minimum of two-years in a supervisory capacity. *Thorough knowledge of the role of human service programs at the community, county, state, federal and agency level, and the laws, rules and regulations concerning the operation of human service programs is a must. *The ability to prepare a budget and manage revenue and expense within multiple programs is required. *Must be able to serve as a leader and a s a positive role model for employees and clients. *Must be willing to travel within a two-state area with regular overnight travel possible. *Excellent written and oral communication skills/abilities.
