Major Duties:What are the Major Duties of this Position?Individual Counseling:  Individual sessions vary in methods andintensity relevant to the individual's problems.  They may focus on helping the individual offender understand and live within the complex family circumstances and assist him in developing new adjustment techniques.  Helps the offender to understand, accept, and work within the bounds of authority.  Fundamental to this process, the Case Manager helps the offender view problems objectively and to deal with them realistically.  Strives to motivate the offender to achieve whatever potentials permit and to increase feelings of worth, permitting the development of self-pride.  This counseling is done independently.Group Counseling:  The incumbent independently conducts group guidance sessions of a varying nature.  During the sessions, different group techniques are applied to help the inmate understand the basic problems and to assist in functioning in a more acceptable manner.  Incumbent strives to establish appropriate standards and values, improving character traits and available skills.  This counseling deals with institutional adjustment, U.S. Parole commission, release planning, and interpersonal communications.Community Contacts:  Routinely deals with community resources tosecure information and develop release plans.  In order to serve the offender's needs, the incumbent coordinates the use of other professional disciplines.  In doing so, routinely mediates with other jurisdictions and influences the public attitude and acceptance of parolees.  These contacts require initiative, independent professional judgement and skill to maintain good public relations and accomplish casework objectives.  Recognizes the needs and eligibility of offenders and families for a wide range of resources, interprets these resources skillfully to offenders, families, and concerned agencies.  To be effective, incumbent must demonstrate sophistication and extensive knowledge of community social problems, community treatment facilities and programs including Community Corrections Centers, drug and alcohol aftercare, counseling at family services agencies, community Mental Health Service, etc.Reports and Correspondence:  Prepare special progress reports for such consideration as parole, transfer, restoration of forfeited good time, and makes appropriate recommendations.  Corresponds with attorneys, judges, probation and parole officers and otherprofessionals regarding the inmate's case.  Incumbent is fully responsible for the professional preparation of the report and cover letter for those cases which have been committed by the U.S. Courts for Study and Observation and sentence recommendation.The incumbent utilizes diverse sources of information from boththe institution and the community.  The report is prepared for thecourts and is utilized by judges, attorneys, and Probation Officers during the sentencing process.  Inquiries from various sources ranging from Congressmen to creditors must also be evaluated, researched and responded to promptly.Case Work:  The incumbent in preparation of diagnostic studies, isresponsible for collecting, interpreting and evaluating factualinformation reflecting developmental and circumstantial factors for the assigned caseload of inmates.  The incumbent is assigned full professional responsibility for cases presenting a wide range of problems; there are no limitations as to the difficulty of the services performed.  The incumbent exercises considerable independent professional judgment in evaluating the resources of the individual, both personal and family, as well as resources available in the institution and in the community.The incumbent actively shows continuous responsibility for implementing and monitoring the treatment plan and initiating necessary changes.  Routinely makes independent professional decisions and recommendations that have a pronounced effect on the inmate's life.  In this continuing process, the incumbent develops and prepares reports of individual progress and evaluation, a large volume of relevant correspondence, and a network of verbal communication with institutional staff and supporting agencies.  The Case Manager is a voting member of the Unit Team, both classification and reclassification.  He/She also serves as a member of the Unit Disciplinary Committee, at times as chairman.Incumbent is responsible for identifying financial obligationsimposed by the courts on inmates assigned to his/her caseload, then assisting the inmate in developing a plan to complete the obligation.  The incumbent is responsible for identifying securityconcerns of inmates which may place the inmate under the CentralInmate Monitoring Program.  He/She conducts periodic program reviews of inmate's case, reassessing security concerns during the reviews.Liaison:  The incumbent acts in a liaison capacity with other units and institutional employees on matters concerning inmate behavior.
