The incumbent functions as the Mental Health Program Manager for Veterans Integrated Service Network 5 (VISN 5), which is comprised of three VA Medical Centers: Martinsburg, Washington, & the VA Maryland Health Care System, including the Baltimore VAMC and Perry Point campus; 15 Community Based Outpatient Clinics (CBOCs); and the Baltimore Rehabilitation and Education Clinical Center (BRECC). The overall goal is to improve access and capacity by filling gaps in Mental Health (MH) clinical services and strategize to meet the mental health needs of our veterans. The incumbent's overall responsibilities are to plan, organize, coordinate, review, evaluate, and support clinical operations for Mental Health services within VISN 5. He/she effectively leads toward achieving VISN and VHA program goals, supporting the Mental Health Strategic Plan and Performance Measurement Plan. The incumbent's managerial duties and responsibilities involve significant review, analysis, deployment and implementation of program requirements such as leading team management groups; strategic planning; ensuring efficient operation; developing and expanding capabilities and image; meeting/exceeding performance standards; conducting evaluations; presenting recommendations regarding change/gaps; chairing conference calls and face-to-face meetings; serving as a member of the Executive Leadership Council (ELC); and developing strong, proactive working relationships. Program Initiatives that the incumbent will have direct oversight for included the Mental Health Uniform Benefits Service Package (MHUBSP), Mental Health RFP Enhancement database, Mental Health Budget, and submission of grants and proposals for MH funding. He/she must have the ability to set goals and priorities; extensive base of financial knowledge; strategic tactical skills required to lead; knowledge of customer needs; and ability to communicate effectively orally and in writing. The incumbent requires knowledge of state of the art, evidence-based practice of treatments & programs. He/she must also have knowledge of analytical techniques, fiscal, and performance measure data and reports. The incumbent provides support/consultations, including assessments, along with serving as a resource for others; Training Programs/Committees as appropriate. Serves on VISN & National VA committees as assigned, represents the VISN at professional community group/events. The incumbent performs other duties as assigned.

BASIC QUALIFICATIONS:
a. Master's Degree in Social Work from a school of social work accredited by the Council on Social Work Education.
b. Be licensed or certified at the Master's level to independently practice social work in a state.
c. Note: All persons permanently employed as a GS-185 VA Social Worker on or before August 14, 1991, are considered to have met this requirement in full. They may be promoted, demoted, or reassigned with the GS-185 occupational series. Any employee initially retained in this manner who leaves this job series loses protected status and must meet the full requirements in effect at the time of reentry.
SPECIALIZED EXPERIENCE:
GS-14: One (1) year of professional experience comparable to the next lower level (GS-13) or equivalent. This experience must have demonstrated broad knowledge of social work and superior skill and judgment in professional practice that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled.
