Briefs the installation commander and serves as subject matter expert and advisor to the command on family abuse issues. Provides mandatory training for all unit/Battalion commanders and noncommissioned officers in the area of identification of potential problems and what actions may be taken within regulatory and statutory limitations.Plans and coordinates a broad community education and awareness program, primary and secondary prevention programs to reduce family violence. Reports out-of-home cases to higher headquarters in accordance with regulations and guidance to ensure that program standards are met. 2. Coordinates with local medical treatment facilities and civilian agencies to ensure that direct services such as temporary shelter, short-term crisis intervention, medical treatment and follow-up services, 24-hour hotlines, foster care, respite care, victim assistance, and support groups are available and accessible. Serves as member of Case Review Committee, Family Advocacy Committee, TRI-FAP point service), and any other committee or task force dealing with family violence. 3. Coordinates program services with Medical Treatment Facility (MTF) Social Work Services, Command Provost Marshal, Staff Judge Advocate, US Army Criminal Investigation Division Command (USACIDC), chaplains, state and local social service agencies, other military family advocacy/medical personnel, and local jurisdiction law enforcement officials. Ensures that all reported cases of child/spouse abuse are coordinated properly and that professional child protective procedures are followed by all installation activities. Ensures that all cases receive immediate action, including evaluation, treatment, and supportive services. Maintains listings and up-to-date knowledge of existing civilian services and established procedures for liaison and referral between installation and civilian agencies for victim and perpetrators of domestic violence. Develops memorandums of agreement with local civilian agencies between installations agencies, MTF and local school districts.4. Collects, maintains and analyzes data for planning and reporting purposes in accordance with governing program guidance. Prepares reports and surveys as appropriate to meet requirements outlined in the regulation and as requested by higher headquarters. Identifies program resource requirements and provides FAP budget input to include manpower, supplies, equipment and other expenditures required for program operation. 5. Assigns and reviews the work of civilian personnel engaged in FAP. Initiates personnel and position actions, develops work performance standards, and periodically evaluates employee performance. 6. Coordinates on the administration and execution of the budgetary aspects of the FAP. Determines funding requirements and use of resources to support FAP in accordance with DA/DoD funding guidance and program standards. 7. Serves as unit service coordinator providing services to designated military unit. In addition to the specific subject matter expertise and related services described in the other duties of this job description, serves as initial point of contact for all ACS programs. General Function Under the supervision of the WA FRC Director, the DR Family Advocate (DR - FA) is responsible for ensuring that FRC clients receive the highest quality services and are case managed throughout the WA ? FRC and in the community as needed. The DR Family Advocates? functions include conducting intake and screening, providing appropriate information, materials or referrals, opening cases as needed, assisting with transfer to WA FRC staff or other CBO program, inputting client data, attending TDM meetings, and working in close collaboration with CPS. The DR Family Advocate provides direct services in collaboration with CPS to families identified as Path 2 referrals. In addition to CPS the DR Family Advocate works closely with schools, law enforcement, and other community agencies to ensure that clients receive the services they need so they may benefit from family support. These services are administered at the FRC, in the home, or at a mutually agreed upon location in the community. The Family Advocate works as a team member with other WA-FRC staff to ensure a holistic approach to Family Advocacy. This position is concerned with the delivery of services in the community. To this end the FA must have the interpersonal skills to interact effectively with families identified as being at risk for abuse/neglect or out of home placement while imparting knowledge about community resources that may be of assistance to the families. Case Management skills, oral communication skills with families and youth, and the ability to clearly document outcome and data per program protocols are all necessary.
