Description: The Clinical Treatment Authorization Request (TAR) Specialist provides clinical oversight to the TAR process. (TARs are part of the Medi-Cal eligibility process.) Responsibilities include preparation of the TAR, obtaining medical records, submission of initial TAR and filing any appeals that may be necessary to maximize the number of billing days allowed by Medi-Cal. Specifically, Candidate will directly address TARs of a more clinically complex nature; will communicate TAR status as appropriate; will review initial TARs and TAR appeals prepared by staff for clinical thoroughness; will provide recommendations regarding specific TARs and / or appeals as well as the overall TAR submission / appeal process; will oversee the processing of medical record requests as needed for assigned facilities; will review medical records and complete initial Treatment Authorization Requests and appeals as appropriate; will coordinate submission of all initial TAR and appeals to Medi-Cal department to ensure deadlines are met; will follows-up on all outstanding TAR's for assigned facilities on a daily basis; will communicate with the Field Office and hospital(s) regarding areas of concern or requiring clarification; will identify issues that may reflect patterns impacting the TAR process and result in denials; will communicate issues to management; and will oversee the communication of TAR status to assigned facilities, or to HCLS Medi-Cal Billing Specialist, to allow timely billing of services rendered.
